Frank Kirkbride as Lacey Fire District #3 Commissioner
Frank Kirkbride was appointed to a vacant seat on the Board of Fire Commissioners in June 2000. He was elected to the position in 2001 and re-elected in 2003. His term ended December 31, 2009. Frank was re-elected in 2012.
An Effective and Professional Fire District
As a Lacey Fire District #3 Commissioner, Frank provides leadership of the fire district, its policies, senior staff, budgets, and goals. His fellow Fire Commissioners, staff, firefighters/EMTs and paramedics are dedicated to protecting the health and property of our community. They undertake this task with the highest degree of professionalism, training, and experience within the operational and fiscal constraints provided by the taxpayers.
Demand for Services Grows
Service demand caused by new residents and an aging population continues to increase at a faster than tax revenue posing significant challenges to maintain the services being requested through 9-1-1 calls. Under Kirkbride's leadership, the District is planning for the next 20 years, the addition of 35,000 residents and a significantly aging population with increased needs for medical services.
Citizen Advisory Committee
Kirkbride and his fellow Fire Commissioners has formed a committee of citizen volunteers to assist in the evaluation of the fire district operations and to help plan the future. The citizens provided an objective review of the district and formulated recommendations for change. They determined that the district is very well managed, with skilled and dedicated leadership and staff. The citizens have recommended increased voter support of funding, fees for services, innovative community medicine delivery and an increase Lacey Fire District # 3's ability and actions to "tell the Lacey Fire District No. 3 story".
Thurston County Medic One
Frank Kirkbride represents Lacey Fire District #3 and all of our 93,000 citizens on the Thurston County Medic One Emergency Medical Services Council. This is the board providing oversight and guidance for the county wide Medic 1 service. Kirkbride has served on the budget committee setting the agency's annual budget, a planning steering committee, and other key assignments. Kirkbride with the assistance of key Lacey Fire District staff members were able to secure a second Medic One paramedic unit for the District's community.
Thurston Fire Commissioners Association
Frank served two years as the President of the Thurston County Fire Commissioners Association. Here is united the commissioners of the 15 districts within the county and attempted to bridge the communication and operational challenges between rural and urban focused fire and EMS agencies.
Thurston Regional Planning Council
Kirkbride proposed that the fire district become an associate member of the Thurston Region Planning Council so that it could better understand the future and direction of population growth in the community. As a Council member with Frank representing the district. He served on school safety and transportation planning committees.
Construction of New Fire Stations
During Kirkbride's tenure as a Fire Commissioner the district undertook the construction of three new fire stations and a vehicle repair facility. Kirkbride will continue to provide professional advise and council as new fire stations and support facilities are planned and developed.
Challenges
Meeting the challenges of funding and budgets, emergency services manpower, equipment, ability to response to life threatening and fire emergencies, and planning for the community's growth will continue to be Kirkbride's focus as he continues to serve on the Board of Fire Commissioners for Lacey Fire District #3's.
